If you are low income, the bill will help you with a subsidy to help you pay the cost of having insurance, which would then pay the cost of your surgery (or some of it at least.) The bill also says that insurance companies can’t refuse to cover you because you have the pre-existing condition.

As the above person said, it won’t help directly, but may help indirectly, but it’s definitely something you should look into as soon as possible, because I know with my insurance plan, there was a one-year waiting period after signing up, before they would cover the surgery.

In the UK you’d still wait… and likely still pay.

Most of the time the surgery is ELECTIVE and under Obamacare, procedures deemed elective will be totally on you without subsidy
